British Cycling has hit back at claims from Culture, Media and Sport Select Committee chairman Damian Collins that members of the organisation's Board should be replaced. 

Following the publication of a review into the culture of British Cycling’s world-class performance programme (WCPP) on Wednesday (June 14), Collins claimed he felt major change was needed at the governing body.

"None of the members of the Board from the period covered in the investigation should remain, which would mean that Jonathan Browning should stand aside from his position as chairman," Collins said.

British Cycling, however, believe Collins' statement ignores progress the organisation claims it is already making. 

"Damian Collins MP's criticisms of British Cycling are ill-informed and do not take account of the changes underway at the organisation," said a spokesperson for the British Cycling Board.

"In accordance with the requirements of the new Code for Sports Governance, and as we announced last week, a number of Board members will be stepping down in July when the National Council votes to approve Board changes.

"Seventy per cent of the Board will therefore change as a result.

"A mass walkout of the Board at this time would be detrimental to the sport which is why we are seeking to responsibly manage this transition.

"The independent directors - Alex Russell, Jonathan Browning and Marian Lauder - will continue to be Board members.

"Jonathan Browning will be eligible to apply for the appointed position of chair of British Cycling in the forthcoming open selection process in October this year.

"His role in introducing and maintaining the pace of change at British Cycling since becoming chair in February 2017 is unmatched in sport."

Collins also claimed that former British Cycling President Brian Cookson should not be supported by UK Sport in his efforts to be re-elected in September to the same role at the International Cycling Union (UCI).

Collins made a similar call in January regarding Cookson, which came as he chaired a Culture, Media and Sport Select Committee session discussing British Cycling.

British Cycling also disagreed with Collins' stance on Cookson, instead praising the "enormous contribution" he has apparently made to cycling in Great Britain.

"Brian Cookson served as British Cycling President from 1997 until 2013, having joined an emergency committee in 1996 to save British Cycling from insolvency," added the statement.

"He has made an enormous contribution to the sport in this country and around the world and we wish him every best wish as he seeks re-election for the role of UCI President.

"Change is very much in train at British Cycling.

"Damian Collins MP would be very welcome to come to the National Cycling Centre, whenever he would like, to understand and witness the transformation that is underway."

The review, led by British Rowing chair and British Olympic Association vice-chair Annamarie Phelps, looking at the WCPP between 2012 and 2016, claimed "good governance was lacking" and staff members referred to a "culture of fear" at the governing body.
